Being billed a refuelling charges on a full tank

I am so disappointed with First Car Rental, I hired a car for on 20 July 2013 1 day from 8:33 to 19:40 and returned it with full tank which was confirmed by person checking the car on that day. I now get an invoice with R214.30 refuelling charges. I complained via their customers service but they still say the car was refuelled and I will be charged that amount. This is what is strange about all this the car has a 45 litres capacity tank I filled up with 22.55lts while it was at half tank and I have the slip proving that I paid R290 and they say they filled up 214.30 16.60lts which all together adds to 39.15 on half empty 40lts tank. I am not using this car rental ever again. This is not the first time they do this they once charged me R446 for 8 kms used on a car from their branch in Sandton to another branch Bryanston. I used Avis Ormonde before when the car is full its full you don't get any surprises.
