Not happy

I took my car (Golf 4 TDI 1.9) for a Major service at Moto Lube 3 times and they also replace a cambelt unit. firstly the car is still leaking oil i complaint about it and they said i must bring it back but the problem remain till today after second time checked. now the is odd noise coming up from tensioner and i went there again they are telling me to replace a tensioner. My point is, what is major service? it seems the tensioner was never replaced during cambelt unit replacement.
