Poor service from franchise deale

Hi i been waiting for a refund from hyundai cresta for the last month and a half, when i spoke to the dealer principal he tells me the guy is gone to the bank to do my deposit then i get an email requesting my i d to get a cheque issued what is going on are they so incompetent is this how hyundai treats is customers
