Honda - Shocking service and taking chances

Honda Accord taken in for 45k service today. I received a call to tell me that my rear brake pads need replacing and the discs need to be skimmed and that the front discs also need to be skimmed. Also that the front shock need to be replaced.
I queried the brake replacement and skimming because the front pads had been replaced recently and the discs skimmed, by them! So either there was and issue with the workmanship or someone was taking chances.
I also queried why the back brakes weren't replaced when the vehicle was there recently. They promised to get back to me ASAP.
So at 12:35 I finally get a call back. Note that I had reported a very faint shuddering sound on the right front wheel when travelling at about 100km/h. At this point the story changes. They're not so sure that the front discs need to be skimmed and think that the shudder was from the shocks. At this point no one had taken the vehicle for a test drive. Also the person who does the skimming will be coming back to check the front discs again, what did he do 1st time? And the back rakes are actually still fine, they just weren't sure if they would make it to the next service. Smells Fishy, I think so.
