45 Days and no registration on vehicle??

We purchased a used vehicle - Subaru Forester 2.5 - from the Kia Menlyn Multi Franchise in November 2012. We did the finance in-house and all supporting documentation was supplied for registration on the day of delivery which was 30 November 2012. We very patiently waited for the registration to be done, as well as the new licence disc. I eventually got a call from the salesman in question - Sam - on Tuesday 15 January, whereby he advised me that he received the new Natis document but no license disc. He stated that the road worthy document they obtained expired and he needed a new one. This also does not make sense for the roadworthy document is valid for 60 days - I still need to verify why he is obscuring the truth on this matter. Furthermore how can it possibly take 45 days to register a vehicle? Now they want to inconvenience me in sending my vehicle for another roadworthy (Still don't know why?) on my fuel cost, on my insurance risk and wasting my time to arrange all this. I find this totally unacceptable. I subsequently contacted the dealer Principal Mr. Ettiene van Blerk, whereby the matter was handled by his secretary, Teresa - in her words "I'm his right and Left hand
