Refuse to refund damaged shoes

I ordered shoes from Anella Wedding shoes over the Internet. According to Hanel (the owner) this was the last pair of the specific range. We received the shoes from the post office in a sealed in an envelope. When opening the envelope the shoe box was badly damaged and torn. Upon inspection of the shoes i found that one of the rhinestones on the shoe clearly came loose and was glued back very unprofessionally. You can clearly see the white glue on the rhinestone. After informing Hanel of the poor condition of the shoes and asking for a refund, which is definitely within me rights (According to the consumers protection act). She blatantly refused to refund me, saying that the items was on sale and according to their terms and conditions they don't refund sale items. Again I referred back to the CPA which states that it does not matter if the item was on sale, the consumer can still ask for a refund. I am very unsatisfied with the condition of the shoes as well as how she handled our request and still did not receive any refund.
