Extra toppings not really extra

On the 23rd December 2013, we ordered 2 medium margarita pizzas with extra chilli. There was hardly any chilli on the pizza when we opened the box and what was there, was concentrated to one or two slices. what a dissapointment... why order something extra and get nothing? or did they put a small topping on a larger pizza and charge me the same? This is not acceptable!
