Wanton polluting

This is my 3rd complaint in two months. Once again KFC has discharged foul smelling waste into the gutter behind them and which runs in front of my shop. The ignoramus who masquerades as a manager reacts by describing it as either the municipality's problem and or a natural event. Either way it's my problem not theirs according to her. PLEASE EXPOSE THESE SERIAL TRANSGRESSORS FOR THE FOUL POLLUTERS WITHOUT ANY COMMIMENT TO THE COMMUNITY AND ENVIRONMENT
