Badly prepared food

The staff at the restaurant are trying their best, but management is unfortunately non-existing and the chef doesn't have a clue what he is doing? We went for a early dinner last night and each ordered a steak roll. It should be on a roll if it says 'roll' on the menu, but it was server on a burger bun with the worst piece of steak to top it off. One would expect it to be called a steak burger, and with steak I mean steak that one can digest. The steak was actually 3 small pieces server as one held together by tendons of the possible the oldest cow in the country. The order was for a medium prepared piece of steak, and both our servings were well done.
I asked the manager if they would mind preparing me a proper piece that is not well done and showed him the tendons and quality, on which he agreed. On return, the meat was under cooked, and of same quality.

To make things worse, the chef walked past our table from the kitchen giving me the eye, looking at our plates as if to say 'enjoy' the!
