Who Cares if it peak hour!

I drive from town through Kensington daily, and generally the traffic flows, its slow but flows, until once a week your driver parks his truck IN THE SLOW LANE on Langermann Drive. This is a main road, at peak hour and it causes a back up of up to a kilometres.
This is not something that happened once, it happens often. I have even takes a photo of the event, which I intend to share around on social media. This one drives I don't give a attitude ruins the drive home for hundreds of commuters. Maybe some action could be taken.
The exact date I took the photographic proof was on the 7/10/2013 and the truck in question has the number plate BJ 94 MK GP.
