Estricting the customer on buying what they want

This sunday afternoon, i got to the store to buy 2 lunch box meals and one of the employees said - a customer is allowed to have a quarter only in one box but not on two boxes. As a customer we have to buy what we pay for and not forgetting that the company makes money out of us, this service is really bad.
