Limited orders in the morning?

Went to McDonald's opposite Kenilworth Centre, ordered a Mexican burger and was told its not sold in the morning. I didn't mind hearing that until I was leaving and I heard that the guy working in the kitchen was going to make it but the lady who I assume is the manager on duty said he must not. I then drove to another branch that wasn't much further and got a Mexican burger. So I guess certain 24hr branches have limits to what they sell at certain times in the day?
