Refuse to insure my Home

I recently bought a 2nd property and wanted to insure the buildings with ABSA. Both of my bonds are with ABSA. The 1st property is insured with the Administration Agents of the complex that I bought in. Now ABSA tells me they will not insure my 2nd property unless the 1st one is also insured with them. Does this not amount to blackmail?

I cannot insure the 1st property with ABSA as my levies are not handled by ABSA but rather the Admin Agents.
This is the worst thing I have heard from ABSA and will now be changing my account to someone who does not deal in blackmail.
