7-months and still not paid out RA

My brother-in-law requested that metropolitan RA policies be paid out to him in October 2012 following emigration to Australia. All that has happened is it has gone full circle and he is back where he started. I have power of attorney from him on these policies to act on his behalf. I phoned the call centre this morning and asked to speak to a supervisor and was cut off. This is so unprofessional and extremely frustrating and much money has already been spent phoning from Australia to no avail. SARS has been blamed for the delay but when SARS was contacted they said Momentum had never put in a tax directive on these policies. Now Momentum wants a Power of Attorney for SARS - why? Another delaying tactic? I have left a message via Momentum's website for them to contact me because they are 'experiencing high volumes of calls and emails' and I can't sit on the phone waiting for someone to answer.
