R400 MONEY BACK IS NOTHING BUT A LIE

I Had phoned outsurance on the 14/01/2013 regarding a quotation for my car. I Spoke to a lady which I cant remember the name but I have the reference number (19910368) she had gave me a quote for about R900 something which was more than what I am paying with Santam which is R720.00 I had remembered their promotion on a local radio station ecr, which says they will beat any written quote or refund you with R400 into your bank account - I meet all the requirements since I have been insured with Santam for a year now. I did call outsurance back regarding the link they were going to send me. I spoke to a gentleman Gareth Arjan he then said I should email his manager Rudi Van Staden. I did complete all of these and still no response - what I would like to know is how can you so publically deframe victims into believing you will pay them when you don't respond to their emails or telephone calls. I certainly will be spreading the negative message about Outsurance ripping people off
