Incorrect advertising

I contacted Outsurance for a quote when I saw their R400 promotion. The consultant I spoke to did a quote for me and he could not beat my current insurance. When I asked him if I still qualify for the R400 promotion. He said that because outsurance previously paid me for the promotion then I dont qualify. My query is I read the T&C's and it states that i wont qualify if I had a quote with outsurance 186 day ago, no where does it state that you will not qualify if you have been previously paid out. My last enquiry with outsurance was in August 2012. You guys are misleading consumers.
