Honouring Fees

What happened to just declining a transaction due to insufficient funds, or its another way of people. Should I change banks, sign up with the one transparent to tell me of their fees upfront. Disappointing indeed. R120.00 of honouring fee Wow!
What's up with this delay in debit ing once account 2 to 3 days of having swiped, looking for more reasons to charge your honouring fee?
