New Cellphone never delivered

On the 15th of March 2013 I applied for a cellphone contract and I was contacted from the Call Centre and accepted all the terms and conditions and confirmed all details as asked. Then I was told that the delivery of my Package (new cellphone) will be done within 10 days. The pakage to date has not yet been delivered to me and Im no afraid that I will need to pay for a cellphone that I never received. Then the Call Centre agent also gave me a Ref number starting with BC, when I contacted the Call Centre they could not even trace me on the system. So who phoned me and took details if now no one seem to have details on the system.

I need a response soon as I really was looking forward to receiving the package today.
