Budget Insurance

Budget Insurance has been debitting my bank account for a policy that I dont even own. The first time this happened was for a period of three years from 2008 to 2011, and now again in December 2012 to March 2013. Luckily this time I picked it up faster. It is for the exact same policy number, same person everything.
In 2011, they refunded me and assured me the problem was sorted out, but now this has happened again. How outrageous is this? They refunded me, but not the full amount, even after I sent them proof of all the payments. I was also charged bank fees for these debit orders and was not refunded for that either.
I have been struggling with them for two months now, sending emails and not getting reply's to all of them and then suddenly just a small refund.
Unacceptable, not to mention ILLEGAL!!
