Admin trying to get my papers from these

Today I needed the original papers as the vehicle was and I required the original papers for scrapping the vehicle and insurance payout. I contacted the call center who told me that I under payed the final settlement buy R290.69 and this had accumulated interest to R403.06 since 2010. I need to pay this amount or they wont release my documents.
These are holding me to ransom over an amount I did not know was due. Forget about the R112.37 interest a whopping 38.65%. Celest the rude excuse of a human being said that the settlement took 48 hours before they received it and this had increased by the R290.69 during that time and I must pay this plus their interest or I will not get my documents. When I protested that I was unaware that this amount was outstanding she confirmed very arrogantly that they sent me a sms in 2010. Furthermore she was pleased to inform me that I have been blacklisted as a result of this.
