Outsurance wont pay money over due to me

I changed my insurance company as of the 1st October 2012, i called Outsurance and was told that the policy was cancelled. Upon reconciling my bank account in December, i realised that Outsurance as well as my new insurance company had been deducting the monthly premiums, i contacted my new broker and was informed that it was in actaul fact illegal to be insured by 2 companies simutaneosly. They agreed to reimburse me 50% of the premiums and then i would need to have Outsurance reimburse the other 50% to make up for the double premiums. I was dealing with a Stephan Sean who requested all the documentation and, which was emailed and faxed in January. We are now in March and still no word from Stephan, no response to emails and the best part is that when you call, you get told that no one in the department has a direct line and the are unable to transfer me through to Stephan. Outsurance is quick to take your money, but then dont want to refund you when neccesary...
