FNB says do the deposit but still charges for it

I phoned to activate my new card for internet banking and I was told to activate the card, I needed to do a deposit, when I asked if I couldn't do a transfer instead as this would have had no fee occured, the consultant said no so I did the initial deposit which I got charged a fee for, this is stupid.
