Not offering required service

So one would assume that if you approach a debt review company that you are unable to pay your debts, right? And said debt review company should help you make an arrangement that is more affordable, right? So then, what would the point be when the debt review company adds their bill to the amount owing and makes it even more impossible to make payments? And then when you say you are not interested they hand you over.

All it boils down to, is it is simple exploitation. If I can't pay my existing creditors, how on earth can I pay you? Expecially when you did not even provide me with a service.
