Empty promise in exchange for useful information

On 10/10/12 I received a call from a Dhashnee Arunachellam telling me about a promotion they are running for a competition to win R 20 000, she also said that besides that, if I provide them with at least 45 names of ladies I would receive a free gift consisting of two bottles of perfume worth R575.I asked her to forward me the relevant documents and on that same day I provided her with the list of names. I followed up with her on 15/10/12 and she confirmed my gift will be delivered in 6-8 weeks. I followed up on 11/12/12 again with a lady called Anrie. On 03/01/13 that marked the end of week 8 i had still not received my gift, followed up and was told by a Rhianna that they will resend it and i need to wait another 6-8 weeks. Once again week 8 has passed and no gift in sight. So in total I have now been waiting almost 21weeks/5months for this gift. I phoned on 26/02/12, spoke to Chereen, who phoned me back the next day telling me they don't know why it was not delivered, but they will resend it. I asked her if they are expecting me to wait another 8 weeks and she said she will find out, still waiting. Also, one of my friends who joined never received her first gift that my other friends got.
