Double debit from my account for a declined loan?

I applied for a loan online on 12th November but got declined, a debit order ran on the 21st and they just took it as normal when my salary date says 28th.
I got debited again in December on the 23rd?
They should really make their process more in depth as i have applied at other financial services site and were never charged a so called Admin fee? How do i know they don't just sit there and wait for the applications to come in and then just decline them?
The trust relationship is completely destroyed, i will never apply for anything from them.
