THEY DONT WANT TO PAY MY REFUND AND CLOSE MY ACCOU

On the 06 Feb 2013 I called RCS cards requesting them to close my account, I spoke with Ibitisaan, she told me that I she can't close my account because there was a refund which was due to me. She gave me a fax number and requested me to fax a letter with my banking details and ID number, of which I did same day. No refund was paid into my account, I called them again on the 11 February and they said that they did not receive my fax and I then requested the email address, I emailed documents on the 11 February 2013., I tried calling on the 11 February to confirm if they have received my documents, I could not get through, I called them again today and I was told that I should give them prove of my last payment. Hello??? If they can see that there is a refund due to me what do they need proof of payment for? and why did they not request this in the first place? I was told to go to the bank to request proof of payment for them to process my refund.
