Felling of a tree

Four weeks ago I claimed for felling a tree because the seeds become a danger to our neighbours and us.
It is a monkey puzzle tree with seeds with a weight of 3.5kg each. Because of the heavy rains and storms
in Nelspruit the seeds fell from the top which is more a less 30m high, it fell on the roof of the neighbours flat. The neighbour had to repair the roof three times a week and was nearly hit by one of the seeds while fixing the roof. In our policy it is stated clearly they will fell a tree if it becomes a danger to us or the neighbours. They never stated they will only pay for one hours labour and the outcome, this is when they let me know it is not covered and I showed them point 7.2 which state it clearly if it is a danger to us or the neighbours they will pay.
Still I do not have an answer, we had to cut it down last week, because it happened three times that week and it can kill somebody. There were plenty seeds still in the top of the tree, we could not take the risk. Now they complain again and said they wanted to send someone out, I did send photo's before and after to them. What else can we do, wait until someone got killed? How long do we still have to wait?
