Transaction not allowed 55

Was sent cash send a week ago and also got the pin, now when i want to withdraw all it says "transaction not allowed 55" i've tried 5 other ATMS and still get the same problem. went to the bank and the lady said theres was NOTHING she could do coz i have the pin and the transaction number. I cant pay my rent now, how am i suppose to fix this coz ABSA can't even help!!?? service!!! not happy at all. this is the last time i use cash send
