Being charged for the electricity while on prepaid

I'm on prepaid electricity but the municipality also bills me... I've got to meter box the one inside my house and the outside one for the municipality...
Early this year my electricity was being cut off I went to the municipality and I was told I owe electricity bill of 2400 and I paid I than emailed the bill to Mike who's the Manager at Bekkers court till today I've not been refunded and no explanation why the municipality was not paid., Mike is forever not in office no reply to sms or whatsapp his manager can't help when Mike is not around. While checking again the statement the is an amount of 1 200 that's not reflecting on the statement, when municipality is being paid no statement from body corporate. They just don't care
