NO FEEDBACK AFTER 3RD SETTLEMENT FIGURE REQUEST

I have been emailing this Oriel Mpama all my proof of payments for my account for months now, and a few months ago when I requested a statement he did provide one to me via email immediatly. So now when I ask for a Settlement figure he keeps Ignoring my requests even though he does read them every time as per microsoft outlook confirmation of read request.
I have asked for a settlement figure 3 times now and each time I got confirmation he read it. Yet Still No settlement figure.
I think its high time I start a case under the Consumer Protection Act
I can Only be contacted via Email Only please as I work in a contact centre where I will be dismissed as soon as they catch me with my cell phone switched on
