Account debited after cancellation of policy

I cancelled my household and car insurance with Santam on 7 January 2014 as I found more cost-effective insurance elsewhere. It seems that the effort I went to, to cancel the policy was pointless as Santam still deducted R1060.00 off my account on 3 February.
I spent all day trying to sort this out, with promises that a manager will get back to me. The manager never contacted me.
The last time I phoned the call center I was told that they listened to my call on 7 January, therefore they admit they were at fault by debiting my account and the money will be paid back to me - IN 3-4 WEEKS!!!
I'm highly annoyed. How can a service provider so easily take a thousand rand and then have a timeline of 3-4 weeks to repay me?
