Old Mutual Does not want to payout policie

We have contacted Old Mutual to surrender a Education Policy, we supplied the relevant documents on Friday the 24th Jan 2014, but now have been told the Legislation has suddenly changed in two days which was the 22nd Jan 2014, and that not all staff was aware of this changes and we now need to go to Home Affairs for prove that we are in fact the parents of the child the policy's name it's in (unabridged certificate).
We were not contacted with regards to outstanding documents, but were told that we need to go to Home Affairs to get the certificate, and they cannot payout until they receive the document. This raises a few eye brows, because if changes like these are made, and clients are not informed, how does one have this problem resolved
