No Refund for Cost of Acccident

My wife was involved in a minor accident in a parking lot. The vehicle was assessed. all forms were completed. the underwriter expect her to have the vehicle repaired in Benoni. She prefers the panel beater in our area that she previously used. The repairs were done. The invoice was submitted but no refund was received. Must she cancel the policy and seek recourse via the small claim court?
