Student Loan application not submitted for approv

My brother and I applied for a student Loan on the 10th of January 2014. We signed & presented all the necessary documents. Firstly, no one went through the basics of the contract with us, no time was given to us to read through the contract and the lady who is actually in charge of the student loan department was on leave. Thus people who had never done her job before, were in charge of sending away all my documents. After not hearing from them within the 3 working days stipulated, I phoned on the 17th of January 2014 just to find out that because the lady in charge of student loans isn't back from leave yet, that my paperwork is still lying in their office and hasn't been sent away to be approved. The disorganization of this firm is highly unacceptable and is putting unnecessary stress on all parties involved.
