New charges being created now??

Since when do you charge for these types of things??
FEE- POS DECLINED INSUFF FUNDS 24/12 13H13 167, 39 ##

In the past if I got a decline I would do a quick check on my cellphone and transfer funds and then redo the transaction without being charged!

It's really quite ridiculous the new ways you are coming up with to take money from people. I still haven't received answers for what happened when I was abroad that my card got blocked DESPITE calling ahead to warn you that I would be abroad.

Does anyone have banking advice/who do you suggest I go with? Because I am not very happy with my bank, haven't been for a while. New things keep coming up lately to frustrate me
