ATM Withdraw - Money off my account and no cash!!

I went to withdraw money from the ATM inside the Total garage when to my surprise the ATM did not give me any cash after the money went off my account!

I expected for the transaction to be reversed as I got proof from the slip printed from the same ATM that my account was debited but no money was dispensed! I left it because similar case happened before, also at an ABSA ATM and the reversal was done same day 30min later.

The next morning on the Sunday 2013-12-01 I went back to garage to speak to the owner or manager for their assistance just to get a response that they can't do anything about it.
I informed the manager that I needed the money to buy food! His reply " I can't do anything" so I contacted ABSA got no help from them either and their reply was " Contact your bank"

So I did exactly that! Response from my bank " We have to log an investigation to see if the money was dispensed from the ATM and it can take 45 days to get the refund" I have a receipt that clearly states I did not get any cash from the ATM!!!

This means the banks can take your money at anytime and they don't care about you or your family sitting without food! I am not happy taking it further!!
