Trying to make arrangements, but declined

I phoned Nedbank 25.09.13 (call centre), coz double deductions made on my personal loans. I was told no arrangement were made so they deducted. I made arrangements and were told that double deductions will not happen again. What I was told telephonically is not what is being done. On the 25.11.13 double deuctions were made again and I had to phone again where I was told the same story, once again had to repeat what I told the consultant on 25.09.13. I made arrangements again and were told my money will be refunded within 3 to 7 working days. Only one debit order was refunded, I had to phone again on 04.12.13 to find out what happening. Now I was told the 2nd debit order was declined for refund, because the arrangement was not sufficient funds. Nobody informed me of this I had to wait for 7 days and why do I have to phone back that agent could have told me that day that it wasn't. How can they say it's not enough, because they know of my situation which I explained to them previously. Now I was told that they can request partial refund on my 2nd debit order. Who will inform me if approved, must phone back after the waiting period. TL's too busy to speak to clients. Very angry
