Cheque stamped Not Transferable ifo SARS cashed

Ref No 369876 refers.
We have lodged numerous complaints but our claim never gets resolved - all we get are new reference numbers. Our complaint refers to a cheque ifo South African Revenue Services which was deposited via ATM (by unknown individual) into their private account). The cheque was stamped Not Transferable Acc Payee Only but still it was allowed to go into an individual's account. FNB are reluctant to reimburse us.
This reverts back to Fri 24 May 2013. FNB has requested copy of the cheque which we forwarded to them 3 times and STILL THIS MATTER IS NOT FINALISED.
Definitely not the bank you would want handling your affairs.
