Who is going to pay interest?

We receive a foreign salary, we need to phone Absa every month to exchange our salary. 29 November 2013 Friday morning, my husband phoned Forex department, after holding on for an hour no one could help us. Ons Saterday morning 30 November 2013 we phoned again only to find out that the forex department only work from Monday to Friday. The 1 December 2013 debit orders started going of and R21 434.14 was sweeped from our second account, debit orders went of but we were charged R6056.55 interest for the sweeping. 2 December 7:15 my husband phoned again, The lady who answered said he should phone back in an hours time she cannot help him yet. When we phoned an hour later, we held on for an hour, just to get another lady with the same excuse we went through this motion four times. Aventually someone phoned and said they would exchange the salary before close of bussiness. Still nothing in our account.

I would appreciate it if we could get much better service from foreign exchange, and would like to know who is responsable for paying the R6056.55 interest that was charged to the account?
