Not dispensing my cash

Not dispensed my requested amount from atm but instead the amount was deducted from my balance and now im told to wait 2 - 3 weeks for my own cash. are u out of your mind. how can you run a business like this. this is unprofessional and its my own money that i need to survive??? i want my cash within 24 hours please!!!
