Why can't I get your offer on paper?

I am investigating various hospital plans and received a call from a consultant this morning regarding Clientele's plan. The consultant (whose name I unfortunately missed) proceeded and gave me a whole lot of info. At the end of his monologue, I asked for the info to be sent to me via e-mail, and I was told he cannot because it is a telephonic offer only and I will get the info once I sign up. Though I understand that it is about being a paperless society, no person can remember all the info given over the phone and I want to be able to compare with other plans. Is it not a contravention of the Consumer Act by refusing a potential customer access to information prior to making a decision? Needless to say, I will not be going with Clientele, because to me it feels as if they are not taking my needs as a customer seriously, and that to me means when I need them, they will probably not be there either.
