Breach of trust

On the 28th of October my brother by the name of Sibusiso Mathews Nofana went into a PEP store to enquire about the loan and Allam assisted him and told him he qualified for R3000 loan. On the 29th of October he had a change of heart and called Capfin to ask them to terminate his application, Yolisa took the call and assured him it was cancelled. Today (30 Oct) he received an sms saying the application has been approved and R3000 has been paid into his account. How can this be? He asked for this to be cancelled and he was told that it was. Please help him with this as he does not want the loan anymore.
