Savings not paid out

Some of our employees have been members of the Prosperity Saving Union (administered by Vuka Trust) their savings were to be paid out in December 2012, to date nothing has been recieved except a whole string of implausable excuses. They also had three employees with debt administration with them. None of their creditors has received a cent & despite assurances that we would receive proof of payment to creditors in January 2013 we have received nothing. They moved business premises in December 2012 & have not supplied their new address. One employee resigned from the savings union in July & should have received her savings in October 2012, to date she hasn't received a cent.
Does anyone have a suggestion what can be done to stop unethical people preying on the vulnarable pretending to help them?
Is there a governing body for savings unions & debt administrators? I cannot find anything that is a deterrent for this kind of unethical behavior, it seems that they just get away with it.
