Staff incapable of activating sms notifications

I have called the credit card notifications department over 5 times to activate my sms notifications with no success. Everytime I call I am transferred to the notifications department, they take my details and say that the notifications will be activated within 5 hours and it never happens. then I call over and over again with the same routine and still with no success. This is a major risk. I really do not feel safe using my credit card. Why can't my sms notifications be activated? is it a process failure? Staff training issue? A system issue? Are the managers aware of this? The service quality from Standard Bank credit card department has been very disappointing. This is a disgrace.
