No turn around time for claim

I submitted the claim for my phone on 25 September 2013. Received reply 26 September - Claim loaded and sent for approval,
I followed up on the claim again 2 October to inquire about status of claim. Received reply 3 October Advise on damage of phone. Why do I first need to ask about the status to be told the delay is the reason for the damage. They can contact me and ask me this. Replied with info on damage. No reply. Phoned in inquiry to status of claim. They inform me that they did not receive damage report. Why did they not follow up and inform me the did not receive it. I sent the report again. Feedback received 17 October after inquiry. Claim was submitted to the insurer. Feedback after inquiry 24 October. Please be advise we do not have feedback as yet from the underwriter's. When I phoned to inquire the time it will take to get feedback the call center agent informed me that there is no turn around time for response/feedback from underwriter. How can that be - pathetic customer service. There should be a time duration 14 days or 21 days or whatever not and answer of indefinite time. It is now a month since my claim was submitted and I am still in square one.
