Ripping people off

I laid a complaint at standard bank westgate about money that I wanted to withdraw in China but ATM showed "do not honor, insufficient funds", I tried at another ATM thinking the problem was with the ATM but that ATM also showed the same message. When i returned home my account was on -R3687 with my overdraft of R1300 also taken meaning the amount missing was R5000 that went out of my account, despite not receiving the moneys at those ATMs, they paid me back that money but they have now deducted R7038 from my account, the amounts that they say i withdrew and the money that was returned to me.
I am certain that money did not come out from the ATM as I waited for 20minutes next to the ATM, It just showed "cannot honour, Insufficient funds" I did not even receive an sms from STD Bank to confirm if transaction has been processed because I have sms notifications. Oh by the way, the exchange rates in the periods in question was 1.62 so R1710 is =RMB1055 and I never withdrew above RMB1000 so this is definitely nonsense, R1699 is almost the same amount but i tried withdrawing RMB800 which is almost R1100 so these amounts I am seeing are nonsense.
