Outsurance has not paid R400 promised

Outsurance has a campaign whereby they pay you R400 if they can't beat your current insurance premium. I qualified for this after spending almost 1 hour of my valued time on the telephone and having the hassle of uploading my policy. This was done over 4 month's ago. I was promised that I would be paid after 30 days but have still not received any payment. I have wasted my airtime and time contacting numerous people to follow this up. I was promised call back after call back but up until now not 1 person has contacted me in this regard. Why promise something and not deliver? I suspect that as this is a 'reward' nobody really cares to follow it up.
Seems like false advertising to me!!!
