Unlawful billing without permission

I was applying for car finance when a person called me from Outsurance and asked me if I am interested and if he can quote me their product. i told him after he has done and explain to me the product, that I am inyerested but I will activate it myself as soon as I am taking delivery of the vehicle, but that I am still looking for better options.

Two days after the person give me the quote Outsurance deduct the money without my consent. tried to contact the manager Mr Evile, lots of stories to tell and excuses, why they cannot give me immediately back my money.

very fast to get your money but very slow to give it back. If they are so good as they said then it would not be a problem to refund me.
