Flexi-reserve on Housing loan

I have applied for R60 000 on the flexi-reserve of my housing loan on 27/8/2013 and all ABSA has done is bill me for R5700 R57 admin cost and i still have not the money available on the housing account after a month has lapsed. They cannot bill me for costs while i still do not have the money available to me.
