Processed policy without my consent

Hi

I called budget requesting and quote for my, now budget insurance is not the only insurance company I called get a quote. I then went on to speak to them comparing prices between them and other insurance companies.
I then eventfully got the best quote from them and decided I MIGHT consider them.

I then went to speak to the agent that is when i gave her my details but I clearly stated that she wait before she processes the policy for my go ahead("Please be patient with me, I still need another week or so to organise some other stuff, will let you know when i'm sorted and we can process the insurance.")
I have mails telling the agent this.

This is unacceptable cause now they have tried to debit my account twice already and I've to go to my bank to reverse these and it's costing my bank charges stuff.

I have called telling them about this and they said they will investigate and sort it out, I have since heard nothing from them and I even went on to ask for feedback from them and none was received.
